BPR Renewal

At least 550 days before the EU BPR approval end date, a dossier for renewal must be submitted to apply for continued use of the active substance in specific Product Types. In this blog we shed some light on the situation for 2026 and 2027.

2026 and 2027 impact

In 2026, 32 biocidal active substances (or 46 a.s./PT combinations) have an ending approval period under EU BPR and will therefore need renewal. For 50% of these actives, renewal is already ongoing but for others there is still (some) lack of clarity. At this moment, 12 out of the 33 a.s./PT combinations that are within 550 days of their end date, are not yet marked as ‘renewal in progress’ in the ECHA biocide database.

For 2027, these numbers look a bit different: 27 active substances (or 55 a.s./PT combinations) have an ending BPR approval deadline and only about 25% of these are in the renewal process at this moment.

This suggests that some active substance/Product Type combinations might not be renewed, impacting biocidal products that are currently on the EU market.

Candidates for Substitution

Our data shows that of all active substances for which renewal has not yet been announced, 30% is likely to fall into the Candidate for Substitution bucket.
For active substances meeting the substitution (BPR Art 10) criteria, the approved uses might be restricted whereas for a.s. meeting the exclusion (BPR Art 5) criteria, a market ban can only be avoided if a derogation (based on e.g. negligible risk) is put in place. In both cases a thorough analysis of the available and feasible alternatives is required.

It is reasonable to expect a change in the availability of some of these biocidal actives substances and related biocidal products.

How to prepare

To prepare your organization for these upcoming changes, you would need to know what alternatives are available. Having an overview enables you to review options and test promising alternatives so that your company will use the most sustainable biocide with the least impact of potential (future) regulatory scrutiny. And in case none of the alternatives is feasible, that is extremely valuable input into the (public consultation for the) Assessment of Alternatives and the decision making process.
